Ukrainian Armor LLC is one of the most reliable and disciplined suppliers to the Defense Forces of Ukraine. Our company is not one of the numerous foreign intermediary entities through which hundreds of millions in state funds have disappeared. Throughout the years of countering Russian aggression, the company has supplied hundreds of thousands of artillery rounds, tens of thousands of rockets, drones, aerial munitions, hundreds of armored vehicles, mortars, and other defense products. On July 9, officers of the Security Service of Ukraine (SBU) assaulted and inflicted bodily injuries on Maksym Polyvianyi, Deputy General Director of the company, who has faithfully carried out the mission of supplying weapons to our defenders throughout these years.
Between 2022 and 2026, Ukrainian Armor LLC delivered approximately 100,000 disposable anti-tank grenade launchers to the Defense Forces of Ukraine, including around 30,000 RPG-75M launchers manufactured by the Czech company Zeveta. During this entire period, the company has not received a single complaint regarding the quality of RPG-75M launchers. Governments of European countries have also supplied grenade launchers from this manufacturer as military assistance. Ukrainian soldiers have used these weapons to eliminate thousands of occupiers and destroy hundreds of pieces of military equipment.
In February 2026, the Defense Procurement Agency (DPA) launched another procurement procedure for disposable anti-tank grenade launchers. As this type of weapon is not manufactured in Ukraine, our company submitted offers from three different manufacturers located in NATO countries (supporting documentation is available). More than a dozen other Ukrainian and foreign suppliers participated in the negotiation procedure, offering various grenade launcher systems. After evaluating both pricing and technical specifications, the Defense Procurement Agency coordinated the required nomenclature with the General Staff of the Armed Forces of Ukraine and signed a contract with Ukrainian Armor LLC for the supply of RPG-75M grenade launchers manufactured in 2024.
Upon receiving the advance payment, our company organized delivery of the products within a record timeframe.
During the delivery of the first batch in May of this year, the SBU pressured the Logistics Forces Command and the Defense Procurement Agency to refuse acceptance of the goods, contrary to the terms of the state contract. Instead of initiating the standard acceptance procedure for quantity and quality verification, the grenade launchers were placed into temporary storage.
Without accepting the products onto the military balance sheet and without allowing representatives of our company to participate in the acceptance process, representatives of the military unit and the SBU began opening sealed crates and, according to their statements, discovered markings indicating different years of manufacture on certain grenade launcher components.
The products were delivered directly from the manufacturing plant in sealed packaging under armed escort to a military unit of the Armed Forces of Ukraine. Representatives of our company had no physical access to the products at any stage of transportation.
The manufacturer, Zeveta (Czech Republic), a certified defense enterprise located in a NATO member state, has confirmed that the supplied grenade launchers are products manufactured in 2024 and has provided all necessary documentation to the Defense Procurement Agency and law enforcement authorities. The manufacturer has officially explained its production process and the permissibility of using certain metal components manufactured in previous years in conjunction with entirely new pyrotechnic components. It should be noted that throughout the entire course of this “investigation,” the SBU has not submitted a single request to either the Czech law enforcement authorities or the manufacturer itself. This demonstrates a lack of willingness to establish the objective facts of the case.
The state contract with the Defense Procurement Agency clearly defines the product acceptance process. In the event of any concerns or suspicions regarding product quality, the contract provides for a formal claims and warranty procedure. Supply-related disputes are governed exclusively by commercial law and do not fall within the jurisdiction of the Security Service of Ukraine.
The official statements made by the SBU bear no relation to the actual circumstances of the case. We believe that this criminal proceeding has been artificially initiated. Together with the demonstrative assault on a senior executive of our company, these actions constitute intimidation and pressure against our enterprise.
Given the critical situation on certain sectors of the front line, we call upon the leadership of the Security Service of Ukraine and the Office of the Prosecutor General to act objectively and responsibly.
We urge the Armed Forces of Ukraine to immediately complete the acceptance procedure for the products in accordance with the established regulations and transfer the grenade launchers to frontline units. Alternatively, should any legitimate quality claim arise, the manufacturer must be given the opportunity to remedy the issue and subsequently provide fully functional products to our defenders, as required by law.
